Looks like a chibi-Bubonic Plague doctor with Victorian overtones.  It is nice.

If I am not mistaken about it, you can no longer submit a character for it as that "deadline" has passed.  As for concept, since he drew it and if the story was originally written, then I assume it would have been accepted.  Moo points really.
