Well, it's been this way for a while. Non-Sony platforms and Kojima have a good relationship. People forget that there were successful PC releases of MG games, as well as a MGS2 release for the original Xbox :p

None of the MGS games (except 3 I think) have been exclusive to one system. It's doubtful MGS4 will be that way. They usually stay exclusive for about a year, and then get multiple releases.

The reason it's being associated with 360 is because of the green 'ON' button, which yes, a lot of electronics use, but is now more commonly known on the 360 with most gamers. Haha, not really sure what to think - if it was a straight port of MGS4, I think they'd announce it straight off, not tease everyone... so most likely it's a spin-off, and either on 360 or iPhone.

iPhone sounds crazy, you say? Screw that, MGA came out on PSP. Like that's ever been popular/suited to gaming/suited to anything at all ever.
